No. Image-heavy and already optimized files may not shrink. If optimization makes the file larger, we keep the original bytes.
Lossless mode preserves quality. Smaller images uses JPEG quality 75 for eligible images, which may reduce image quality while keeping text searchable. Neither mode rasterizes pages. If the result is not smaller, the original file is retained.
